If you hold a journeyman or master plumber licence in another state, Texas will let you apply without first registering as an apprentice — but you still sit the Texas examination, and you still have to document 8,000 hours under a master plumber. Texas plumbing is not like Texas electrical, where a reciprocity agreement can replace the exam outright.
What an out-of-state licence buys you here is the training waiver and a shortcut past the apprentice registration. That is worth having. It is not the same as being handed a licence.

This is where out-of-state applications fail. The licence is straightforward to verify — the board writes to your state and gets an answer. The hours are on you, and they have to be certified by the employers you worked for. If you have been licensed for six years but cannot produce employer certification covering 8,000 hours under a master plumber, the application stops there.

What a Tradesman Plumber-Limited actually is
It is the licence people outside Texas have usually never heard of, and it sits below journeyman. A Tradesman Plumber-Limited may construct, install, repair, service or renovate plumbing for one and two-family dwellings, working under the supervision of a Responsible Master Plumber.
If you are short of 8,000 hours but past 4,000, it is the licence you are eligible for now, and it keeps you earning while the rest of the hours accumulate.
Responsible Master Plumber is a separate thing again
Master Plumber and Responsible Master Plumber are not the same licence, and the search results conflate them constantly. Master Plumber is the individual licence you earn after a year as a journeyman plus the approved apprenticeship programme. A Responsible Master Plumber is the master who takes legal responsibility for the plumbing work of a company and for the people working under it.
You become a Master Plumber first. Whether you then register as a Responsible Master Plumber depends on whether you intend to run the work.
